In the system of interpretation I use, it means either that the force/concept/archetype represented by the Rune is manifesting in some unbalanced or unhelpful way (for example, with Ansuz, the Rune of language, consciousness, and Magic, that could be lies or manipulation) or else that it is blocked somehow (again, with Ansuz, that might mean dullness or inability to express things).
